Dear Mr. Feltman

I am writing this letter in outrage after I have just been informed that the Israeli security forces intend to use cynical and draconian measures in order to suppress legitimate political protest in East Jerusalem using an administrative order - without charges, and on secret evidence.

These days Israeli authorities are considering to exercise the power given to them under the emergency regulations dating back to the British Mandate in order to expel Mr. Adnan Gheith, a resident of Silwan and a member of the al-Bustan Neighborhood Committee, from his home and community. The said order will be banish Mr. Gheith from his own city for a period of four months. The using of these extreme measures, which were enacted by the UK back in 1945 as a tool to be implemented during wartime in order to remove a person from a certain location, is crossing another red line in the dismantling of Israeli democracy. The expulsion of a person from his home without any evidence or charge is an immoral and anti-democratic act. Such conduct will leave Mr. Gheith without a real opportunity defend himself against allegations against him, due to their classification as confidential.

For several months Mr. Gheith and other political activists in East Jerusalem have been suffering from the authorities’ ill-treatment, threats and harassment. For this reason it seems that the last step against Mr. Gheith is intended to suppress political and community organizing in occupied East Jerusalem, which seeks to express legitimate protest against the occupation and the settlements project in the occupied parts of the city.

Such steps are all taken under the euphemism of security, even though security has absolutely nothing to do with them. History teaches us that such measures will not achieve security for anyone, but rather will jeopardize it. The removal of a grassroots activist from Silwan would not increase the safety of neither the residents of Silwan and nor that of the residents of West Jerusalem.

The issuing of an administrative expulsion order will not only severely harm Mr. Gheith and his family, but will also profoundly threaten the already shaken sense of security of the residents of East Jerusalem.

I urge you to do all within your power to prevent this outrageous act of injustice and political adventurism in one of the world's most sensitive places. I will continue to contact you about this important matter and expect your reply.
